This paper will discuss one of the most sensitive subject of today’s cyber world i.e. Cyber Terrorism. Terms like terrorism, terrorists and terrorist’s attacks are not new to us now. Entire world has got heavily affected by the threat of terrorism. The paper aims to clear many things related to terrorism with respect to the Cyber World. The paper continues to give brief idea about the motives behind terrorism, terrorist’s attack etc. with the help of suitable real world example or a case study. This will help to understand dangers due to the threat of terrorism.

Nowadays Cyber World has become a convenient and effective medium to commit crime. Cyber crimes like software piracy, email fraud, spamming, spoofing, phishing, malware attacks etc. are helping real world criminals to make gains from it. The paper will brief about the relationship between Real World Crimes, Cyber World Crimes, Real World Terrorism and Cyber Terrorism. This will be helpful to understand the terminology “Cyber Terrorism” and the factors contributing to its existence.

The paper will try to answer following questions:
1. Why Cyber?
2. Who can be called as Cyber Terrorists?
3. How can Cyber Attacks be used in Terrorism?

Along with the answers for above questions the paper also provides information related to the levels, types of Cyber Attacks, and the strategies used. Moreover, the paper discusses the targets of Cyber Attacks. It also explains how Cyber World can be used to support other terrorist activities.

As security experts, we have to understand what Cyber Terrorism means to us? The paper will explain about every individual’s social responsibility to fight against Cyber Terrorism. It will also discuss about our stand as security experts and as a part of society. The paper will explain more about the roles and responsibility of AV Vendors, Security Experts and related Government Organizations. The paper will also discuss about the steps to be taken against Cyber Terrorism.

The paper will invite all Security Experts, Government Organizations, AV Vendors, and Security Implementers to form an efficient emergency response mechanism for it and try to improve coordination among them.

The paper will close with recommendations of technical and legal effective measures.
